Are posted bond monies refundable, and if so under what circumstances?

Re: Bonding
Bond money may be returned under various circumstances such as: (1) at the close of a case minus any fines and costs, (2) upon a motion for a reduction or personal bond, (3) upon dismissal of a case. Some courts keep 10% of the posted amount.
