Booking
At what point in time must a lawyer be provided to a person placed under arest? At the moment the person asks or once the person has been booked?

Either and yet neither. The question is when is the person in custody. That may not be when a person thinks they are "under arrest." If you have a question about your particular facts, find an attorney to represent you.
