my brother has done 20 years for a murder charge its time to come home how do i get him out?

First of all, why is 20 years "enough time" to pay for murdering a person?? And what was his actual sentence? Was it "20-40 years"? Was it "40-60 years"?
Four options exist that I can think of, but I'll only talk about the 3 options that occur while operating within the law (since the 4th option is to break him out of prison and you really don't want to do that):
1. If he is eligible for parole, work with the parole board to convene a parole review hearing and muster up all the good evidence you can to convince the board that he's a changed man, isn't a threat to the community, etc.
2. Petition the Governor to commute his sentence.
3. Petition the President of the United States to grant him clemency.
