Interfering with an emergency phone call or service (and this includes stealing the owner's phone so the owner can't make a call) can be a criminal act. If the call concerns an event where personal injury was involved, then it's an even higher level charge. This incident needs to be reported to police so they can investigate it ... including interviewing you or other eye witnesses to what led up to you wanting to call 911, the phone being taken, trying to find and then interview the suspect, trying to recover the phone, etc. Police may be able to get information from the phone service provider for your phone to track where the phone went, which may help prove the case, too.
