What does "chain of command" mean? That is not a typical term used in criminal prosecutions. It's more of a military term of art, in my experience.

"Chain of custody" refers to the list of people who handle or move or process a piece of evidence from the point it is found in the field, to it being collected, to it being packaged and transported to an evidence room, and transported to a lab, and then analyzed, and then returned to the police evidence room, etc.

Aside from that, you're going to have to exain what you are asking about in clearer, simpler language.
