civil rights violation
can a person legaly be held 7 days incarceration, and be released pending further investigation? do authorities have to arraign within72hrs

Arraignment must be within 48 hours. But your email is too sketchy.
Where and when did this happen? Was the person arrested on a warrant, or before a warrant was issued?
