does a cob agreement mean you will spend that amount of time or does the judge make that your max and give you lower

In short, Cobbs plea (agreement) means that the Judge can not go beyond what was agreed upon at the time of the plea. He can always go lower, of course. However, if he goes higher, he will be breaching the Cobbs plea, thus you can withdraw your plea.
