conspiracy of fraud
What does it mean if the prosecutor has moved up the date of the plea bargain deadline? Is this a good or bad sign for the accused?

It probably means that the prosecution wants the defense to "fish or cut bait" early enough so that, if the plea offer is not accepted, subpoenas can be served, trial preparation can be completed, etc.
Many prosecutor offices do this, rather than keep a deal on the table until the trial date ... which still requires normal trial prep to occur, subpoenas going out, etc. A defendant knows well before the trial date if (a) he did the crime and (b) will take the deal. So a quicker decision to take the deal isn't a bad sign.
