Are the police allowed to keep money obtained in an arrest, from a person who abuses drugs?

Police can keep evidence of crimes as evidence for trial. Money might be evidence of the crime. But, when the case is finished, the evidence/money should be returned unless it has been forfeited.
Police can also take action under our lasw to forfeit money/assets connected with drug dealing. But, police have to give the likely owners of the money notice about what they did with the money AND information about their legal options to challenge the seizure and forfeiture.
If police took money for any other reason, contact your local prosecuting attorney ASAP.
