criminal sexual contact case

mr. smith being tried for CSC in 2007. prosecuting attourny brings witness that alleges sexual assault more than 30 years ago, but witness in no way connected to the case being tried. Should this witness be allowed to testify against he defendant, and can this testimony be used as evidence, considering that no previous charges had ever been brought against the defendent?
