"PFI"? Unknown.
You might mean "PSI" ... or "PSIR" .... this is a pre-sentencing information report, which is a report by the probation department back to the judge before a sentencing hearing with background info on the defendant (prior criminal history, info on work/schooling/family, info about the case being sentenced on, a statement by the defendant about the crime, information regarding the impact the crime had on the victim including a recommendation on restitution, etc.).
PSIRs are required for all felonies. They are not mandatory for misdemeanors.
