Federal petty offence: possession of controlled substance
I received a US District Court Violation Notice for Possession of Controlled Substance (36 CFR 2.35 (b)(2)). Of course, I can either forfeit collateral or show up in court. If I pay the fine, is that a guilty plea? If so, a guilty plea to what crime? I just graduated from college and the job I accepted requires low level security clearance. Would forfeiting collateral show up in the background check? The job is for a Federal agency. Also, is there any way of getting public council? I'm still basically a student financially speaking.

If you are willing to settle for a court appointed lawyer you might qualify. I don't recommend entrusting your future (and your criminal record) to a random person selected by the court. Find a way to hire an EXPERIENCED, AGGRESSIVE attorney to fight for you.
