how do i obtain mug shot of person i have the arrest information and name of arresting police department charge information and judicial information

File a freedom of information act (FOIA) request with the police agency you think has the photo. Inlude as much identifying information as possible (full name, date of birth, approximate date of arrest, etc.).
A FOIA request can be an informal letter filed with the sheriff, for example (if the sheriff has the booking photo). It is not a formal pleading filed with the court.
