Maybe they decided not to follow through with the charges. Check with the court to make sure.
She should check with the police agency that arrested her, and/or that county's prosecuting attorney's office, to see if charges have been issued. The court would only know anything if it has an open case on your friend, but the police agency and prosecutor could tell her if the file is officially closed and charges will not be issued. There are instances where police arrest a person based on probable cause level evidence but after the complete information is reviewed by the prosecutor (including, sometimes, additional information not known by the police when the arrest happened), the prosecutor decides to not issue charges. The prosecutor, not police, issue charges.
