Legal Question in Criminal Law in Michigan

My sister is 55 and mentaly retarted.My eldery mother is her legal garidan and she lives in a group home with one other person. She is a ward of the state of Michigan.
The manager of this house has gotten ill and it has come out that this manager has been taking money from my mother for my sister needs when the state has an allowance for this. This money is my sisters and from 1989 to the present the manager has come to my mother and father (no longer living) to get money for her needs. This amount adds up to over $10,000 and now my mother finds out that she was not allowed to come to them for money. This woman tricked my parents and played on them to give her the money for my sister. She used them and my sister did not get anything. My mother has the cancelled checks that she wrote this woman. Does she have any case to sue her for fraud or embezzlement. My sister is unable to communicate for herself but this is just like when someone tricks seniors into giving them the money from their bank acounts.
She used my parents love for their daughter so she could steal my sisters money

This is a civil matter, unless your mother wishes to file a complaint with the police. You can tell your mother that she needs to contact an attorney who handles civil cases to see whether she has an actionable claim. Good luck to you!
