Larceny in a building
Can a person be charged and have a warrent for arrest if they were already questioned for the crime and then let go?

Yes.
Police investigate ... prosecutors decide what charges to bring, and when.
So, police might have questioned a person and not arrested him. But all the info about the case is reviewed by a prosecutor who can still decide to charge.
