is it illegal for someone who is 18 to date someone wh is 16?

No, not illegal to "date". However, a child of 16 is still an unemancipated minor, and is subject to following the reasonable commands of their parents (who are ultimately responsible for the 16 year old child's well-being and upbringing). The parents may not think that it is appropriate for a 16-year old child to be "dating" an 18-year old adult. That's where the conflicts normally begin ... not with the police or prosecutors or judges.
