Use of MJ, loss of right to a speedy trial

A friend of mine agreed to do undercover work with the local drug enforcement, and in doing so will get his charge of delivery of marijuana dropped down to a use of marijuana, however, if he signs the contract, he waives his right to a speedy trial. Is that something that he should be careful about? I mean, giving up your rights is never really a good idea, but in this case does it make sense? And why would the prosecutor want to waive that right in the first place?
