Yes, bond is set by the Judge on a case-by-case basis.

Yes - but the bond could be quite high and the conditions can be restrictive (and expensive).
If unemployed, and long term drug or alcohol abuse is indicated, jail is often the best place for the defendant who gets credit for time served..
