If someone physically prevents someone from leaving a certain place and the prevention wasn't harmful at all it was simply just grabbing an arm of the person trying to leave. Is it probable cause to arrest for domestic voilence

Ultimately that will be up to the police and prosecutor. The prosecutor will have to decide: 1) if it actually meets the statutory elements of the crime, and 2) if they have a reasonable likelihood of winning at trial by proving guilt beyond a reasonable doubt. It's really iffy based on your description. What you would have to do is make a police report. They will investigate and then forward the matter to the prosecutor' office for review. It sounds weak based on what you've described so I wouldn't get my hopes up.
