Cops can hold a car without a court order for several reasons. They include that the car is part of an ongoing investigation, that the car is evidence in a case or that the car is seized subject to forfeiture laws (either state or federal.)
If your car has been seized and is being held without a court order, you should consider hiring an experienced criminal defense attorney to assist you.
