Yes you can. Go to the police.

You or your daughter do not file CSC charges. The prosecuting attorney does, but only after the facts are investigated by an independent agency, like a police department. So, report this to a police agency that has jurisdiction in the place where the alleged crime happened -- a city/township police department, the county sheriff, or even the state police.
