Legal Question in Criminal Law in Michigan

Question, offered plea, but not charged?

My friend is a suspect in stealing some items from a house party a few weeks ago. He went to the police station adn they told him that he could return the stuff for a plea, but the plea was offered by a detective not a DA. The detective told my friend that if he didnt turn in the merchandise by Monday that there will be a warrant out for his arrest. I don't see how this is possible. He didnt take anything and the only evidencde suggesting that he did is a witness from the party. This party contained 50-75 people all of who were underage and most of them were drinking. The cops even showed up and breathalized a few people. Can the cops arrest my friend based on what this witness says even though he may have been intoxicated? They have no proof other than that. My friend isnt denying that he was at the party, but he did not take anything. What should he do?

Tell you friend to keep his mouth shut! The police may act like they want to help, but they really want to build a case. It is not a question of can they arrest him, you have to understand, the police need to get a warrant based on probable cause. If your friend is issued a warrant for his arrest he needs to contact me immediately.
