Legal Question in Criminal Law in Michigan
When I recieved my divorce settlement I loaned my ex $1300. We went straight from court to the bank. I'm sure there is surveillance footage of me taking the money to the parking lot, handing it to my ex, and him walking in to make the deposit. Would this footage be enough evidence to convince a judge to hold up our verbal contract?

Possibly as it could be circumstantial evidence of an agreement. However, it could also be evidence of a gift or re-payment.

There is a reason I don't practice "family" law. Criminals are more truthful.
Be aware that the bank may delete this recording a week (or a few days) after it was made. In your case, this event probably occurred a few months ago. Call the bank before proceeding in this direction.
