Yes.

Failure to Return Rental Property can be a misdemeanor or felony, depending on the value of the item:

$20,000 or more = felony: 10 year and/or $15,000 fine (or 3 times the value of the item, whichever is greater)

$1,000 - $19,999 = felony: 5 year and/or $10,000 fine (or 3 times the value of the item, whichever is greater)

$200 - $999 = misdemeanor: 1 year and/or $2,000 fine (or 3 times the value of the item, whichever is greater)

Under $200 = misdemeanor: 93 days and/or $500 fine (or 3 times the value of the item, whichever is greater)

Whether a person GETS jail/prison time is determined on a case-by-case basis. Prior criminal record is a big factor.
