That is an awfully broad question. The better approach is what are citizens' rights concerning searches and seizures and then work backwards. As you know, law enforcement agents are bound by the Constitution to obtain arrest warrants and searh warrants in criminal cases. Those warrants must be prefaced by certain facts and reasonable suspicions that criminal activity is or was occurring. Same thing goes for wire taps. What you're asking for is a course in law enforcement. I suggest that you check your local library for books on criminal procedure and law enforcement for a detailed description.
