run away harboring/taken over state line

on sept. 4, i went to all my kid's friends' parents and told them all that my kid was a runaway, if she comes to your house, turn her away and send her home. all agreed to do so. i told one parent i was suspicious of twice who later went to the non-custodial parent and asked to take her out of state which she did. police nabbed them the next day, but cps took child out of home for ''cool down'' period to the non-custodial parent who that weekend allowed kid to spend night there. cops came told non-cos to not let that happen. two weeks later, kid runs away from non-custodial back to abducter. yesterday kid in my house looking for food. big police action, det. wants kid committed, psyche says ''not fitting''. kid now w/ me, incorrigablity papers filed by me and non-custodial, police and cps dragging. i'm trying to find laws in regard to this matter w/ no luck. why am i not getting justice here? is this another one of the ex's ploys, if so what can i do to stop it? where can i find the actual statutes in regard to this matter?
