I am not sure what "sap gloves" are but under Michigan law, specifically MCL 750.224(1): A person shall not manufacture, sell, offer for sale, or possess any of the following...(d) A blackjack, slungshot, billy, metallic knuckles, sand club, sand bag, or bludgeon.
Not knowing what a "sap glove" is, I do not know if it fits into the above category. However, your first clue is whether these gloves are legally sold to the public. Also, it would have helped to know for what purpose these gloves are made and whether they are manufactured or contrived.
