Legal Question in Criminal Law in Michigan

My baby brother was made to lay on the ground and searched after he was walking down the street. There were calls to the cops about someone trying to break in to a house. (But I know my bro, and he wouldn;t do something like that) I am wondering how legal is this? Does this fall in line with probale cause?

A person can be stopped and searched if the police have a reasonable suspicion that this person was involved in criminal activity and may be armed.
