where do they send the offenders who are in the holmes youthful traing act for training

You are reading too much into the title of the statute. This is not a "place" where people are sent. The Holmes Youthful Trainee Act (HYTA) is a "procedure" where people who commit certain crimes between their 17th and 21st birthdays can -- if the judge agrees to do so -- put the person in probation without entering an adjudication of guilt, and then if all probation conditions are successfully met the court has the power to dismiss the charges. The probation terms can include jail, community service, assessments and rehabilitation programs (including in-patient), etc. But they are not sent to a "HYTA Camp" somewhere.
