Shutting off electricity
As a landlord, is it illegal for me to shut off a tenants electricity? It could possibly be in the tenants name, too.

Definitely yes. It's violative of the landlord/tenant act.
Do it right. If he's not paying, give him a seven day notice and sue him in the district court. It's not that hard and doesn't cost much.
