Snagging (salmon) and possessing a roach
My friends were caught attempting to snag salmon and also had a marijuana roach in their possession. The officer let them go with a ticket for snagging and told them if they fight it he'll bring up the weed. The tickets ended up being $400 each and they want to fight it to get attempted snagging instead. (They did not actually snag any fish.) Because the officer didn't keep the roach, can he bring up the weed thing later? What kind of consequences would they face if he did? (He searched their car and found nothing more than the roach.)
