You must be referring to a "Cobbs" agreement wherein the judge agrees to a particular sentence before the defendant pleads guilty. Then, at sentencing, if the judge issues a stiffer sentence, the defendant may be able to withdraw the plea and start over. The name "Cobbs" comes from a Michigan case: People v. Cobbs.

A third-party delivery drug charge probably refers to a case where a non-police person delivers drugs to a defendant. Both people could get charged with crimes. This would be different from cases where a police officer or an agent of the police (eg, an informant) delivers the drugs to the defendant.
