I was arrested on May 15, 2009 for OWI. I called the court several times and they had no record of my arrest. On October 28, 2009 I finally recieved notice from the court to appear. Is there a statute of limitations for them to charge me with this?

Statute of limitations is not applicable in your situation. You need to go in and get arraigned unless you retain an attorney who can request to waive your arraignment (which means you won't have to go to Court to get arraigned on the OWI).
You are encouraged, however, to retain an attorney so that your case can be evaluated for defects. Many times the police violate one's constitutional rights and/or fail to follow procedures which may result in suppression of the evidence or dismissal of your case.
