charged with drunk driving

My girlfriend was charged with drunk driving. She was given a breathalizer at the szene and in jail.

Both the ticket and the pink readout slip indicate 0.06. She has pleaded not guilty but do to some police notes that indicate a level of 0.13 the judge wants to settle to reckless driving. My question is can that be done and even though she was not charged with reckless driving and there is no real evidence of drunk driving?

Yes, her charge can be changed to reckless, but it is not the bargain that it seems.
