Drivers License

How can I get my license back? I have been through many Lawyers,spent thousands of dollars,I have done it many times the sec.of States way,and they always have some petty answer why they deny me.I have been in no kind of trouble in 13 years I'm tired of them taking my money then tell me no What can I do for myself I'm tired of being taking advantage of.I need to Drive. Thank you.
