Driving Record

Would a DUI from 1989-90 still appear on a Michigan driving (or other) record even if that person never had a Michigan driver's license because he was licensed in another state?

Yes, in almost all states - especially Georgia. However, the Georgia drunk driving law can be significantly different than Michigan's and a conviction there may be misinterpreted on your Master Driving Record.
