son arrested 12/04-found guilty, paid his fine, spent time in jail-upon release had license reinstated by district atty. in 10/05 moved to colorado turned mich license in for valid colorado - is now living in fla, when he went to get valid fla license they refused saying michigan had suspended his license. when we called it said because he did not pay $600 of a driver responsiblity fine and 125 to reinstate. He had a valid Michigan license upon his release and did have for 3 years until they now suspended...can they do this?

The Florida DHSMV will not issue a driver license to anyone whose license is not valid in any other state. The out of state issues need to be cleared prior to receiving a Florida license.

If he had an unpaid fine, then yes, they can suspend his license until it is paid in full. If you think he paid all his fines, and this was a mistake, you'd have to go through your paperwork and the court's file to doublecheck.
