Where to go to elementary school

I'm trying to find information for my grandparents. They live in Michigan, and they have two nephews who are like sons to them, but these boys parents live in Indiana. (My grandpa lives on the state line) Anyway, the boys are both in elementary school, and they are going to Michigan schools right now because they stay at my grandparents house 90% of the time because their parents are always working when it's time for school. Well, the grade school they are now attending say that they can no longer go to this school because their parents live in Indiana, but they don't actually live with their parents. They stay at my grandpas. And the school in Indiana says that if they are living in Michigan with my grandparents, then they cannot go to school there. So my question is, where are these boys supposed to go to school at? They want to stay with my grandparents, and they are doing better in the Michigan schools than they've ever done in the Indiana schools through the year, so shouldn't they be able to go to Michigan schools? This is the proverbial catch 22. Have the grandparents apply to the local county probate court for a limited guardianship for the boys for school purpose only. the parents must consent.
