is it legal to tell a parent that her child can only go a half day of school because the school can't handle her child and his medical problem the full day of school he is in elementary school

No, I do not think that this is likely to be "legal". I am not familiar with Missouri law, but every state that I know of has legislation to protect students with disabilities, along with federal protection. Provide me with more details.
