My child is 8 years old ,and at the end of second grade.He is 1 year behind in reading.He does not qualify for any I E P.The school wants to retain him,and I do not.Can they legally retain him against my will?

You can challenge the lack of qualification for an IEP. You need to do what is best for him, whether that be stay back a year or move forward with an IEP.
MI has a good program for IEP facilitation, and I believe it also covers NOT getting IEP consideration. Search on "MI IEP facilitation," if your school board doesn't have proper information. The state educational website will get you started in the right direction.
