Can a 14 year old change who she wants as her Guardian?

Technically no, as a minor does not have authority to file any paperwork. However, on the Petition to change or modify a guardian, if the protected person is 14 or older, she can specify her intentions or desires, such as whether she supports the petition to change her guardian. At the hearing, the Judge will ask her why, so she must be prepared to explain her decision. All probate forms are available for free online - check your county's probate court's website for a link to the forms, or go to Oakland County's website that has a link to all the PDF fillable forms, with instructions, and tips on guardianships.

She can file a petition to change the guardian but she needs to explain her reasons why and it has to be more than, "I don't like my current guardian." http://www.wolverinelaw.com
