Absent father regain visitation rights unsupervised?

is it possible that a father would obtain unsupervised visitation rights of my daughter when the order is ''reasonable parenting time to be supervised by his mother'' He has failed to establish let a lone maintain a relationship with my child, and she does not even know him or have any desire to know him.
