Adult Adoption

A 24 yr old dev disabled male is a friend living with us, he wants us to adopt him. Can this be done, or would it be better to just change his last name? He wants to be a ''Smith'' like us...

Adult adoptions are possible, I'd recommend consulting an attorney about accomplishing this.
