Aid for Single Fathers

How can a single father get legal aid? My brother has taken care of my three year old neice with no help from her mother for almost two years now. He can't get ahead or afford to get legal help for custody because of the child support that is taken from him. The child's mother has never spent any of this money on the child, only on herself.

If he is taking care of the daughter, and the mother is not, and he is paying child support, then the answer is that he should file a motion to change custody. If he has custody, the mother pays the support. If he merely watches the child once in a while and the mother has custody, then he has to pay support. The one with the custody gets the support.
