Want to change from voluntary to court-ordered custody agreement

My son's mother and I have a voluntary custody agreement, with her (in MI) as the primary custodian and myself (in CA) with visitation rights. I am no longer satisfied with the level of care she is providing. How would I begin the process of filing for a court-ordered joint custody agreement?
