chapter 13 and divorce decree

my husband's exwife states he owes her over $20,000 in unpaid medical and extra curicular activies for his children. Under the state of michigan she was suppose to present him with bills and he has 28 days to pay them on his own. If he does not then she can file with FOC and they will deduct it from his payments (which she did not do either). He recently filed chapter 13 and she was sent notice but did not file. Is he legally obligated to pay her?
