Legal Question in Family Law in Michigan
RE: Child custody in MI, Dad now lives out-of-state in FL.
Mom has physical, we share legal (in MI). Mom had previously agreed to allow 13 year-old to attend next school year with Dad in FL (grade 7). Child adamantly wants to as well. As school approaches Mom is changing her mind with a simple, "No." Child temporarily resides with Dad in FL for summer and is already enrolled for coming school year in FL.
If Dad simply keeps child in FL what can Mom do assuming she is unable to hire an attorney?

This could turn into a parental kidnapping case. You do not need that. The worst that can happen is you lose. Therefore, take it up with the judge in Michigan.
