child neglect charges

I am being investigated by cps for child neglect . my 13 yr old daughter told me 4 months ago that her grandfather touched her - we didnt report it cuz she said she didnt want to! 2 weeks ago my 3 children went to visit their father and she told him and his wife now I cant get my kids back 1 of them is not even biologically his. They cps say they are going to charge me can they? did i neglect my kids and can they keep them away from me even the one that is not his?
