Yes, they can. If you refuse to take the test, Protective Services can petition the court and have the court order drug testing. Sometimes it's best to submit to the testing to refute allegations of drug use and it seriously weakens the outside source's reliability.

If you are involved with CPS I STRONGLY suggest that you immediately consult with an attorney that is very experienced in dealing with Children's Protective Services throughout Michigan.
